"If the commissioners had gotten into the Iraq issue, "you would have not 
seen unanimity over whether Iraq has made us safer against the Al Qaeda and 
. . . radical Islamic terrorist threat," said Charles Pena, a national 
security analyst with the Cato Institute."

"While the top Democrat on the Sept. 11 commission praised the 
comprehensiveness of its final report Thursday, experts said there were 
serious omissions in the document."
