  Personally I think Powell wimped out long ago and have little respect for him. He let himself be used by Bush to present a more 'moderate' front to the world and ought in honour to have resigned as soon as he realised he had been fed a crock of shit to justify the invasion of Iraq to the UN. At least we all know where we are with Ms Rice.
