The secretary of State says diplomacy is being used to try to halt Iran's nuclear program. But he emphasizes that all options remain open.

UNITED NATIONS — Secretary of State Colin L. Powell said Wednesday that there were no plans to attack Iran's nuclear facilities, despite the Pentagon's recent agreement to sell Israel 500 "bunker-buster" bombs capable of disabling underground weapons plants.
