I find the preceding comment by Ambassador Bremer to be flat out  
irresponsible. But then again, when you look at the accounting  practices of this 
"administration," perhaps he makes a excellent  point.  Is there a chance of the 
concept of responsibility in planning  and action ever appearing before 2008?
