...a study can be made to outfit the blades, inexpensively with a proper pitched whistle that humans cannot hear but is offensive to the birds, including eagles. The expensive fix is to implement cages around the circumference of those blades.

Both sides are at each others throat; those whistles which work on cars to keep deer, buffalo, cattle away from your front-end, can work for birds as well. Research would be minimal since these devices already exist. Tap these devices into the outer, & middle tips of each blade.

me thinks it will scare off the bird population. Oh well....

Shutting them down is not feasible-the objective here, is to generate, generate, and generate more electricity-not dead birds!!!
