Is this administration forgetting that SCOUS allowed Sosas, who was  
kidnapped in Mexico by the DEA under suspicion of being involved in the murder  of a 
DEA agent (Sosas was found not guilty in a US court) to claim damages in  2003 
under the Federal Torts Claim Act, which "waives sovereign immunity in  suits 
'for personal injury...caused by the negligent or wrongful act or omission  by 
any [Government] employee while acting within the scope of his  employment or 
office."  SCOUS stated the DEA overstepped their bounds and  Sosas was 
entitled to damages.  The courts also upheld the Alien Torts Act  of 1789, which 
allows prosecution of a US citizen who deliberately causes harm  to citizens of 
another country when the harm caused violated the laws of that  country.  There 
are a few more aspects involved, but simply put, executives  who knowingly 
sell chemicals to a country that uses the same chemicals in  genocide can be 
held liable under this law.  Small wonder this  administration encouraged SCOUS 
to find the 1789 Tort Act  unconstitutional.  The future can be interesting.
