Report Urges Requiring All Convicts to Give DNA

ALBANY, March 20 — A State Investigation Commission report released on Monday calls for DNA samples to be collected from anyone convicted of a crime, bolstering an effort by Gov. George E. Pataki to expand the state's DNA database.
