Hmm, this one's been around the block before.  It's a hoax (see:
http://www.truthorfiction.com/rumors/n/nprpetition.htm).  Interestingly, it
says this was started by college students who wanted to "test the power of
the Internet."  And generally the best way to make your representatives
aware of issues that matter to you is to write to them directly.  And so it
goes...
