This fellow had his neck broken in a tank during training, (VietNam)  he 
was not put into a neck brace for 6 weeks even though he had a severe 
swelling/bulge in the front of his throat/neck, He had drill seargents 
coming to the hospital screaming at him to get out of that @£($&#  bed 
and get your ass back to the base.  He was then shipped over to Viet 
Nam.  He is now disabled.

He attempted to use a beach at a vet's hospital where he used to surf as 
a kid and was arrested.

He is due to go to Washington DC in April for the Million man march and 
try to get this bill passed in Congress.
